Bishop Bretanion of Tomis faced Emperor Valens, an Arian, who demanded he commune with Arians. Bretanion refused, declaring Valens misled. Angered, Valens exiled him, but soon, an angel appeared to Valens in a dream, warning him to reinstate Bretanion. Upon return, the people greeted Bretanion with joy. The Emperor commanded Bretanion to open the churches to the Arians, but the Bishop said to him, "You have ruined the city and the churches!" When the people heard that they should commune with the Arians, they wished to revolt. The holy man held them back, and said, "Do not fear. I alone will go against the emperor, and I will not let any of you perish."
